Each stack of this debuff reduces all stats of its target by 10% every 10 seconds. If the All Stats Reduction effect is removed during the time the Continuous Debuff is still active, this Debuff will apply the All Stats Reduction effect again at the next 10-second point for the entire duration of the Debuff.
